On 16 December 2025, the Ministry of Housing, Communities and Local Government (MHCLG) officially approved planning permission for Universal’s entertainment resort complex at Kempston Hardwick, Bedford. The approval was granted via a Special Development Order (SDO), a government-level planning mechanism that bypasses the standard local authority process for nationally significant infrastructure projects.
The SDO took formal effect on 12 January 2026, meaning construction activity on the core theme park site could legally begin from that date.
This is not a rumour or a proposal. It is a government-approved project with a construction timeline already in motion.
Universal Destinations & Experiences, a division of Comcast NBCUniversal, is the developer behind the project. The resort will be the first Universal-branded theme park and resort in Europe.

The resort is located at Kempston Hardwick, Bedford, in Bedfordshire. Universal purchased the nearly 500-acre site in December 2023.
